It was him, more than anyone, who worked tirelessly to ensure that appropriate consideration was given to the language in the Government of Wales Act 2006. What he secured at that time was a significant step forward in ensuring greater status to the Welsh language, and laid the foundation for confirming this status in due course in the Welsh Language (Wales) Measure 2011.
