Microsoft’s Welsh language interfaces can be downloaded for free: 

Please note that it isn't necessary to download a seperate Welsh interface pack for Windows 10. Microsoft's instructions for adding languages can be found here:  How to add an input language to your PC - Microsoft Windows. Your language preference should update automatically if you have already downloaded the Welsh interface pack for Windows 8.

Spelling and grammar checker – Cysgliad Software Pack
The Cysgliad software pack contains:

Text to speech voices have been developed by Ivona and Bangor University Canolfan Bedwyr Language Technologies Unit.
