This was the Welsh Language Commissioner’s first statutory inquiry under section 7 of the Welsh Language (Wales) Measure 2011. Its focus was the experiences of Welsh speakers of receiving or failing to receive primary care services through the medium of Welsh.

The Commissioner invited members of the public, primary care stakeholders and those interested in the field to submit evidence. As well as this, a survey was held of over 1000 Welsh speakers on their experiences and this information is the basis for the Commissioner’s findings.
