The Commissioner’s role

The role of the Welsh Language Commissioner was established by the Welsh Language (Wales) Measure 2011. It is a full time post for 7 years.

The Commissioner will work to increase:

  • the use of Welsh in terms of service provision
  • opportunities for people to use the Welsh language

The Commissioner must have regard to:

  • the official status of the Welsh language in Wales
  • duties on organizations to use the Welsh language and the rights which arise from the enforceability of those duties, so that Welsh speakers can use the language when dealing with those organizations
  • the principle that the Welsh language should be treated no less favourably than the English language in Wales
  • the principle that persons in Wales should be able to live their lives through the medium of Welsh if they choose to do so.

If an organization fails to comply with a relevant requirement the Commissioner may:

  • require the organization to prepare an action plan in order to ensure that the organization does not continue to fail to comply with the relevant requirement or to ensure that the failure is not repeated
  • require the organization to comply with the relevant requirement
  • publicise the organization's failure to comply with the relevant requirement
  • require the organization to publicise its own failure to comply with the relevant requirement (comes into force with the implementation of the Welsh Language (Wales) Measure 2011
  • impose a civil penalty on the organization (comes into force with the implementation of the Welsh Language (Wales) Measure 2011

The Welsh Language Commissioner does not:

  • provide Welsh language courses / lessons
  • offer a translation service
  • check linguistic accuracy
  • award grants for the promotion of the Welsh language
  • co-ordinate the minority languages workflow of the British-Irish Council
